The Zhitong Finance App learned that at 9:00 a.m. on March 7, the 3rd session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) held its second plenary session (conference speech). Comrade Liu Guozhong, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, as well as comrades in charge of relevant departments of the CPC Central Committee and the State Council, were invited to attend today's meeting to listen to the members' opinions and suggestions. Wang Guosheng, director of the Economic Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said in his speech that in the past year, in the face of the pain of transformation and development, China's economy has generally been running smoothly, steadily and steadily. The government work report is a factual summary of work and achievements, and vividly demonstrates the practical strength of the five “must be coordinated”. To do a good job in the economy this year, we must adhere to the CPC Central Committee's centralized and unified leadership of economic work, and have a deep understanding and application of the five “must be coordinated” to complete the tasks of reform, development and stability.
The first is to anchor the 5% growth target and implement more active and promising macroeconomic policies. The second is to expand domestic demand in all aspects, vigorously boost consumption and improve investment efficiency. The third is to use scientific and technological innovation to lead the development of new quality productivity and promote the smooth and continuous transformation of old and new kinetic energy. Fourth, guide the efficient use and rational allocation of resources, and promote the stabilization and improvement of the property market and stock market. The fifth is to establish a high-level socialist market economy system and build a market-based, rule-of-law, and internationalized first-class business environment.
High-quality development emphasizes the organic integration of effective qualitative improvement and reasonable quantitative growth. Currently, it is necessary to focus more on achieving total growth goals. It is recommended to further enhance coordination and dynamic tracking, implement a “combo punch” of policies, ensure that policy transmission is unabated, implementation is not compromised, market sentiment is unaffected, and that expectations are guided and stabilized through the implementation of policies that exceed expectations.
Sun Dongsheng, Deputy Secretary General of the National Committee of the Chinese People's Political Consultative Conference and Vice Chairman of the Civil Construction Central Committee, spoke on the topic of launching the “Artificial Intelligence +” campaign to cultivate future industries. He said that the multi-modal artificial intelligence (AI) model released by DeepSeek (DeepSeek) attracted global attention, disrupted traditional beliefs about computing power, and successfully achieved deep adaptation with domestic chips such as Haiguang and Huawei.
To this end, it is recommended that:
The first is to adhere to a systematic mindset and improve the policy system in an integrated manner. Strengthen collaboration between the central government and local departments, scientifically formulate industrial development plans, and unify the statistical caliber of the artificial intelligence industry. Strengthen forward-looking layout, prepare future technology reserves, and focus on supporting artificial intelligence infrastructure, chip applications, basic large-scale model development, and open source ecosystem construction. Adhere to the principle of inclusive and prudent governance, promote security through development, and develop with safety and security. Promote collaboration between supervision and innovation, and create an institutional environment that encourages innovation and tolerates trial and error.
The second is to insist on seizing opportunities and building a high-level innovation system. Adhere to the “education-technology-talent” trinity and create a high-quality talent training system adapted to the development of artificial intelligence. Firmly grasp young people as a key group and implement actions to train top talents. Vigorously develop patient capital, target artificial intelligence and high-quality future industrial development, smooth the “technology-industry-finance” virtuous cycle, and help break the circle and application of technology.
The third is to insist on leveraging our advantages and optimizing the “artificial intelligence+” industrial ecosystem. Give full play to the leading role of leading enterprises in strategic, pioneering and key common technological innovations, construct an integrated and collaborative development pattern, promote the application of mature AI technology by small and medium-sized enterprises, and avoid “reinventing the wheel”. Promote vertical models to empower industries and enterprises, encourage leading enterprises to propose overall scenario-driven solutions, and cultivate system integration service providers that provide overall solutions for small and medium-sized enterprises. Encourage local governments, state-owned enterprises, etc. to open up in an orderly manner and create model application scenarios.
Fourth, adhere to market orientation and improve market mechanisms. Give full play to the decisive role of the market in resource allocation, build and make good use of a national computing power service platform that connects supply and demand, and achieve dynamic allocation and optimal utilization of computing power resources. Guided by dynamic demand, coordinate the addition of computing power and prevent repeated construction. Promote the development of data-related standards and data element market construction, build data trading platforms, and cultivate professional data service providers and third-party service agencies. Improve market systems such as intellectual property protection and value evaluation of artificial intelligence solutions.
Fifth, adhere to strategic strength and promote international exchanges and cooperation. Respond to America's “small courtyard and high wall” technology blockade with a higher level of openness, strengthen cooperation with major international economies and friendly countries in the field of artificial intelligence, firmly maintain the multilateral trading system, increase technical cooperation efforts for international talents, actively participate in the formulation of market rules, regulatory and governance frameworks, build a shared platform, play a greater role in the construction of an international AI technology open source ecosystem, and create a new “artificial intelligence +” global development pattern where all parties win
In 2025, China will begin formulating the “Fifteenth Five-Year Plan”. The next five years will be a period of strategic opportunity to promote the development of artificial intelligence and cultivate future industries. Strengthening the deep integration of artificial intelligence and industry, promoting the “Artificial Intelligence +” initiative, and cultivating future industries will be the key to determining China's global competitive position.
Zhang Chunsheng, a former party group member and vice-minister of the Ministry of Civil Affairs, said that every effort will be made to improve the welfare of the elderly by actively developing the Yinfa economy. To this end, it is recommended that:
The first is to tailor service products for the elderly so that the elderly are satisfied with their consumption. We must insist on deepening supply-side structural reforms and focus on expanding effective demand to make concerted efforts, take service consumption as an important gripper for consumption expansion and upgrading, and form a higher level of dynamic balance where demand drives supply and supply creates demand. It is necessary to further optimize the supply of products for the elderly, improve the quality of product services and the level of design adapted to aging, improve the standards and specifications for segmenting products and services in key areas, publish a promotion catalogue of elderly products, and support the development and breakthroughs of key technologies for elderly products.
The second is to stimulate the vitality of silver hair consumption so that the elderly can spend with peace of mind. It is necessary to enhance the spending capacity of the elderly and increase the income of the elderly through multiple channels, so that the elderly can spend with stable financial resources and dare to spend without worries. Strongly promote a positive view of aging and continuously optimize the social participation path of the elderly.
The third is to create a good consumption environment for the elderly so that the elderly can spend with confidence. It is necessary to improve support policies, optimize market order, guide the elderly to develop a rational view of consumption, and provide a safe, reliable, fair and transparent consumption environment for elderly consumers.

Let us warmly welcome them!
Wang Yong:
Next, the 14 members are invited to speak separately.
Wang Yong:
First, let's ask Member Wang Guosheng to speak. Member Sun Dongsheng will prepare.
Wang Guosheng, Director of the Economic Committee of the National Committee of the Chinese People's Political Consultative Conference, former Secretary of the Henan Provincial Committee and former Director of the Standing Committee of the Provincial People's Congress:
Members, the topic of my speech is: Implementing the five “must be coordinated” to promote sustainable economic improvement.
General Secretary Xi Jinping delivered an important speech at the Central Economic Work Conference last year, deeply summarizing and refining the five “must be coordinated” regular understandings, providing basic guidelines and scientific methods for doing a good job in the economy in the new era. Coordinating an effective market and promising government is a core problem to be solved in economic system reform; coordinating total supply and demand is an important foundation for unblocking the national economic cycle; coordinating the cultivation of new momentum and renewing old kinetic energy is the key to developing new quality productivity according to local conditions; coordinating to improve growth and revitalize stocks is an important way to comprehensively improve resource allocation efficiency; Coordinating the improvement of quality and increasing the total volume is an inevitable requirement for consolidating the material foundation of Chinese-style modernization. These five “must be coordinated” reflect the valuable experience formed by the CPC Central Committee, with Comrade Xi Jinping at the core, in continuing to promote innovation in economic work practices. It is another important achievement of the enrichment and development of Xi Jinping's economic thought.
In the past year, in the face of the pain of transformation and development and external blockade and suppression, China's economy has generally been running smoothly, steadily, and progressing.
1. Secure the 5% growth target and implement more active and promising macroeconomic policies.
2. Expand domestic demand in all aspects, vigorously boost consumption and improve investment efficiency. The main factor limiting the achievement of a high level of dynamic balance between supply and demand at this stage is insufficient effective demand. It is proposed to step up the expansion and implementation of the “two new” policies and provide stronger support for “dual” projects; coordinate the promotion of consumption, stabilize enterprises, and stabilize employment; actively help low-income and low-income groups increase income and reduce burdens; expand effective investment with the goal of repairing shortcomings and increasing momentum, expand effective government spending, and drive more social investment through government investment.
3. Lead the development of new quality productivity through scientific and technological innovation, and promote the smooth and continuous transformation of old and new kinetic energy. Emerging industries rely on scientific and technological innovation to open up new fields and new tracks, and traditional industries also rely on scientific and technological innovation to recreate new impetus and new advantages. It is proposed to promote the agglomeration and restructuring of various advanced production factors, promote self-reliance and self-improvement in a high level of technology; encourage the development and application of original and disruptive technologies, actively build a modern industrial system; and strengthen “adaptation to local conditions” to form an effective development path for new quality productivity.
4. Guide the efficient use and rational allocation of resources, and promote the stabilization and improvement of the property market and stock market. The property market stock market is an important weather vane for the economy. Currently, it is gradually stabilizing under the impetus of strong policies, but the foundation is not strong. We also need to take good care of stock policies to improve quality and efficiency, and continue to strengthen incremental policies. It is proposed to speed up the implementation of the renovation of urban villages and dilapidated housing, use a reasonable price mechanism to promote the disposal of existing commercial housing, do a good job of coordinating insurance and insurance operators, reasonably control the supply of new real estate land, focus on high-quality construction of “good houses”, and actively build a new model for real estate development; it is recommended to continue to promote the improvement of the quality of listed companies, optimize the capital market ecology, encourage mergers and acquisitions, support investment fund development, and strengthen monitoring and evaluation around the blockages that limit the implementation of incremental policies.
5. Establish a high-level socialist market economy system and build a market-based, rule-of-law, and internationalized first-class business environment. Problems such as insufficient business confidence and unstable policy expectations reported by some enterprises stem from the lack of market and government role, and the imperfect market-based, rule-of-law, and international business environment. It is recommended to continue to promote the healthy development and high-quality development of the private economy, strictly protect property rights and the rights of entrepreneurs in accordance with the law, establish a long-term mechanism to clean up and prevent arrears in corporate accounts, implement guidelines for building a unified national market, and use information technology to improve the level and efficiency of government services.
Solving a problem can promote further development, and implementing a policy can boost confidence. We must implement the five “must be coordinated”, actively consult, deliberate and work cohesively around the implementation of the decisions and arrangements of the CPC Central Committee, and make due contributions to the continuous improvement of the economy. Thank you all!

Member Teng Jiacai is invited to speak. Member Lu Guoyi is ready.
Teng Jiacai, member of the 20th CPC Central Commission for Discipline Inspection and chairman of the Fujian Provincial Committee of the Chinese People's Political Consultative Conference:
Members, the topic of my speech is: Promoting marine scientific and technological innovation to accelerate the high-quality development of the marine economy.
Developing the marine economy is an important task in advancing Chinese-style modernization. General Secretary Xi Jinping has always attached great importance to the development of the marine economy. While working in Fujian, he made advanced plans on how to explore the ocean and read the “Mountain and Sea Sutra” well. During his visit to Fujian in 2024, General Secretary Xi Jinping once again emphasized “promoting the speeding up construction of national marine economic development demonstration zones in Fuzhou and Xiamen to expand and strengthen the marine economy”, and as always, placed high expectations on the marine economy.
The most critical and urgent aspect of developing the marine economy is scientific and technological innovation. In recent years, China has achieved many achievements in scientific and technological innovation in the marine sector, providing strong support for the rapid development of the marine economy. However, at the same time, there are problems such as inadequate institutional mechanisms for innovation-driven development, poor independent innovation capabilities, low levels of marine industry development, and insufficient guarantees for factors promoting the deep integration of marine science and technology innovation and industrial innovation.
To this end, it is recommended that:
1. Strengthen planning guidance and improve the institutional mechanism for high-quality development of the marine economy. In conjunction with the “15th Five-Year Plan”, special plans are scientifically formulated around the field of marine science and technology innovation, clarifying goals, tasks, development orientation, spatial layout, functional positioning and guarantee measures, and leading the development of marine science and technology innovation with high-level planning. Establish a coordination working mechanism for marine science and technology innovation, strengthen coordination and coordination among various departments such as development and reform, science and technology, industry and information, finance, marine and fishery, etc., effectively integrate scientific and technological capital, talent teams, and scientific research infrastructure, coordinate the deployment of major policies, major projects and major projects in marine science and technology, and continuously improve the institutional mechanism for driving the high-quality development of the marine economy through innovation.
2. Implement science and technology to promote the sea and strengthen the construction of the country's marine science and technology capabilities. Focus on building a high-energy marine science and technology innovation platform, give full play to the leading role of “national brand” laboratories in the marine field, lay out a number of public platforms such as marine science centers and deep-sea data centers, build a number of marine collaborative innovation communities, marine science and technology enterprise incubators, and service platforms for the transformation of scientific and technological achievements, accelerate the gathering of marine innovation resources, and improve the multi-level marine science and technology innovation system. Aim at the cutting edge of marine science and technology, enhance original innovation capabilities, focus on key areas such as high-end marine equipment, marine biomedicine, marine energy utilization, and deep-sea exploration and development, deepen government-industry-academia research cooperation, carry out collaborative technical research, and accelerate the formation of a number of forward-looking and original marine science and technology innovation achievements.
3. Generate new quality productivity and focus on building a modern marine industry system. Give full play to the main role of enterprises in scientific and technological innovation, and continuously cultivate and develop new marine productivity. In terms of traditional marine industries, technologies such as artificial intelligence, big data, and cloud computing are used to enable the transformation, upgrading and iterative development of marine fishery, port shipping, and marine chemicals. In terms of emerging marine industries, we are cultivating a number of leading enterprises and technology-based key enterprises with independent brands and core competitiveness in the fields of offshore equipment, marine biomedicine, digital marine, etc., to drive collaborative development upstream and downstream of the industrial chain with leading enterprises. In terms of future marine industries, we will focus on fields such as deep-sea sensing, ocean carbon sinks, and marine intelligent computing power to promote the development of specialized and new intelligent manufacturing industries such as undersea sensors, underwater robots, and underwater networking, and accelerate the construction of a leading zone for future marine industries.
4. Strengthen factor guarantees and establish a solid foundation for high-quality development of the marine economy. Further optimize the allocation of innovative resources such as platforms, talents, finance, etc., and promote the deep integration of the marine economic innovation chain, the capital chain, and the talent chain. In terms of platform support, we will further promote the construction of national marine economic development demonstration zones, guide all regions to establish marine industrial parks and science and technology parks around marine science and technology innovation and industrial development, increase efforts to attract investment and attract intelligence, and create a good industrial ecology. In terms of talent supply, establish a more open marine talent introduction and management system, and cultivate a group of high-end talents in basic marine research and complex marine talents. In terms of financial security, improve the financial support policy framework for marine science and technology innovation, guide financial institutions to innovate sea-related financial products, increase financial support for key marine industries and sea-related technology enterprises, and continue to inject financial “living water” into accelerating the high-quality development of the marine economy. Thank you all!
Wang Yong:
Member Lu Guoyi is invited to speak. Member Li Xiaopeng is ready.
Deputy Director of the Hong Kong, Macao and Taiwan Overseas Chinese Committee of the National Committee of the Chinese People's Political Consultative Conference, to Lu Guoyi, Vice Chairman and Secretary General of the Communist Party Central Committee:
Members, the title of my speech to the Central Committee of the Communist Party is: Improving the basic system and building a unified national market.
In the report of the 20th National Congress of the Communist Party of China, General Secretary Xi Jinping stated “enhancing the endogenous dynamics and reliability of the domestic cycle,” and the Third Plenary Session of the 20th CPC Central Committee clearly proposed “building a unified national market.” Accelerating the construction of a unified national market is an inevitable requirement to smooth the domestic cycle and promote the construction of a new development pattern.
Research has found that in the more than two years since the “Opinions of the CPC Central Committee and the State Council on Accelerating the Construction of a Unified National Market” was promulgated, the results of various key tasks in implementing the “Five Unifications and One Elimination” have gradually become apparent, and consensus on building a unified market has been continuously consolidated, effectively promoting a smooth market cycle. However, there are still a number of blockages affecting the formation of a unified national market. First, the basic market system needs to be further improved, and the mechanism for treating operators of different ownership systems, sizes, and regions on an equal basis is still inadequate. Second, market supervision rules need to be further improved, and regulatory rules for new business formats and models have not been updated in a timely manner. Third, systems in political performance assessment, statistics, finance, taxation, etc. need to be further improved, and the “internal volume” phenomenon of attracting local investment to compete for financial strength, elements, and policies still needs to be guided. Fourth, the reform of market-based allocation of factors such as capital, technology, and data needs to be further deepened.
Unblocking the domestic circulation is a complex systematic project. It must be promoted in an integrated manner in terms of improving the circulation system, enhancing circulation power, breaking through circulation blockages, expanding circulation channels, enriching circulation elements, improving circulation terminals, integrating circulation paths, and creating circulation potential energy. Currently, there is an urgent need to improve the basic system, coordinate the relationship between an effective market and a promising government, promote the construction of a unified national market in an orderly manner, and provide basic support to smooth the domestic cycle. To this end it is recommended:
The first is to improve the basic system of the market. Improve the legal system for property rights protection, strengthen departmental and regional coordination, establish cross-provincial rights protection mechanisms, improve intellectual property protection systems in new fields; deepen inter-provincial cross-inspection and third-party evaluations in fair competition reviews, improve the bridging mechanism with anti-administrative monopoly enforcement; improve the working mechanism for trustworthiness incentives, implement “risk+credit” hierarchical classification and supervision, and establish a national joint credit reward and punishment platform.
The second is to improve the market supervision system. Strengthen research and practical exploration of supervisory methods in new business formats such as the platform economy; comprehensively promote digital supervision reform, promote cross-sector and cross-departmental supervision mechanisms and joint enforcement; strengthen organizational guarantees and explore the establishment of administrative review agencies and judicial adjudication departments to protect fair competition; reform and improve bidding laws to systematically regulate local government investment promotion behavior.
The third is to reform the political performance assessment, statistics, and fiscal and taxation systems. Include local practices conducive to market integration into the target management performance assessment and encouragement list; improve the statistical monitoring system, gradually promote the adoption of regulations where the activities of business entities take place; deepen fiscal and taxation system reform, optimize the tax system structure, and establish central and local financial relationships with clear powers and responsibilities, coordinated financial resources, and regional balance.
Fourth, deepening the system relating to the market-based allocation of factors. Unblock financing channels, innovate combined methods such as R&D loans, factoring financing, and accounts receivable financing; establish a nationally unified technology pricing mechanism and evaluation system to accelerate the cultivation of technology intermediary service systems; speed up the public data classification, classification, authorization and legislation process, and explore the establishment of separate systems for data resource ownership, processing and use rights, and product management rights.
Fifth, promote the construction of a unified national market in a steady and orderly manner. Give full play to the pioneering role of regional market integration and pilot free trade zones to form system results that can be replicated and promoted at a high level; allow all regions to maintain their comparative advantages, gradually advance hierarchically, in stages, subregions, and priorities, and continuously improve the uniformity of policies, the consistency of rules, and the synergy of implementation. Thank you all!
Wang Yong:
Member Li Xiaopeng is invited to speak. Member Li Shufu is ready.
Li Xiaopeng, Deputy Director of the Economic Committee of the National Committee of the Chinese People's Political Consultative Conference and former Party Secretary and Minister of Transport:
Members, the title of my speech is: Do a good job of boosting consumption in a vigorous, orderly and effective manner.
The Third Plenary Session of the 20th CPC Central Committee emphasized “improving the long-term mechanism for expanding consumption,” and the 2024 Central Economic Work Conference emphasized “vigorously boosting consumption” and “implementing special actions to boost consumption,” and the government work report made corresponding work arrangements. Boosting consumption is an inevitable requirement for promoting the continuous recovery of the economy, continuously improving people's living standards, and maintaining social harmony and stability. It is an inevitable requirement for implementing new development concepts, speeding up the construction of a new development pattern, and promoting the achievement of high-quality development. It is an inevitable requirement for effectively dealing with a more severe and complex international environment and completing the increasingly burdensome tasks of domestic reform, development and stability. It is also an inevitable requirement for implementing the people-centered idea of development. Boosting consumption is of great significance, and it is recommended to do a good job in a vigorous, orderly and effective manner.
The first is to effectively enhance the ideological consciousness and sense of action of departments in all regions to do a good job of boosting consumption. Further deepen understanding of the important position and role of consumption, deeply grasp the work of boosting consumption in the construction of a strong nation and national rejuvenation, and always use meeting the growing material and cultural needs of the masses as the starting point and foothold for boosting consumption, and resolutely rectify formalism, bureaucracy, and “political performance projects”, so that the masses can truly benefit.
The second is to better promote the implementation and effectiveness of special actions to boost consumption. Combine promoting consumption with benefiting people's livelihood, optimize the fiscal expenditure structure, improve the tax system, raise residents' income levels and consumption intentions, clean up and lift unreasonable consumption restrictions, release potential consumer demand, and enhance residents' consumption vitality. Further consolidate stocks, cultivate growth, promote consumption expansion and upgrading, stabilize bulk consumption, expand service consumption, promote rural consumption, expand new types of consumption, improve consumption facilities, and optimize the consumption environment. Strengthen service guarantees for key groups, unleash the huge consumption potential of agricultural transfers and young groups, and meet the consumption needs of the elderly. Strengthen the expansion and implementation of trade-in of consumer goods, simplify the approval process, and improve the network system for recycling waste resources. Deeply study and improve statistical methods related to consumption, and give better play to the leading role of statistical indicators. Take multiple measures together to form a healthy interaction between consumption and investment.
The third is to establish long-term mechanisms and effective institutional arrangements to expand consumption. Focus on treating both the symptoms and root causes to improve top-level design, and coordinate the promotion of deepening reforms, expanding opening-up, and innovation-driven. In the “15th Five-Year Plan”, content related to vigorously boosting consumption is separately included in situation analysis, guidelines, and main goals, and special chapters are included to clarify specific tasks. Improve strategic plans to vigorously boost consumption, and study and plan systemic policies and measures based on giving full play to the driving role of consumption in the economic cycle. Adhere to steady progress and orderly progress, coordinate an effective market and promising government, avoid rushing ahead, blindly following the trend, extravagance and waste, and prevent market segmentation, industry monopoly, and internal competition.
Although the international situation in 2025 is more serious and complex, and domestic tasks are more difficult and burdensome, as long as we unite more closely around the CPC Central Committee with Comrade Xi Jinping at the core, and work together, we will surely be able to overcome the difficulties and obstacles on the way forward and achieve new great victories in achieving the great cause of building a strong nation and reviving the nation! Thank you all!

Member Li Shufu is invited to speak. Member Wang Xiaodong is ready.
Li Shufu, Vice Chairman of the Chinese Chamber of Commerce and Chairman of Zhejiang Geely Holding Group Co., Ltd.:
Members, the title of my speech on behalf of the All-China Federation of Industry and Commerce is: Actively Using Digital Technology to Transform and Enhance Traditional Manufacturing Industries with Green Technology.
The Central Economic Work Conference held in 2024 proposed that “it is necessary to coordinate the relationship between cultivating new momentum and renewing old kinetic energy to develop new quality productivity according to local conditions” and “actively use digital technology and green technology to transform and enhance traditional industries.” Over the years, a large number of private enterprises have been deeply involved in traditional manufacturing, demonstrating the responsibility of industry to revitalize the country and industry to serve the country. In the process of converting old and new kinetic energy, private manufacturing enterprises should be supported to accelerate digital and green transformation, and play a key role in promoting the high-quality development of traditional industries. To this end, the following suggestions are made.
The first is to stick to the manufacturing position and stabilize the basic market of traditional industries. The traditional manufacturing industry is the foundation of the modern industrial system. Stabilizing the traditional manufacturing industry means stabilizing the supply chain of the industrial chain and stabilizing employment. After years of development, China's manufacturing industry has developed the unique advantages of a complete system, variety, and large scale. The added value accounts for about 30% of the world. However, there are also shortcomings that are large, not strong, and incomplete. There are still few internationally influential chain owners and ecologically leading enterprises. According to the situation in various industries, it is proposed to further refine policy measures to stabilize traditional manufacturing in terms of strengthening factor guarantees, protecting intellectual property rights, and strengthening the implementation of standards, etc., to support private enterprises to build a solid foundation, focus on basic components, components, materials, software, processes, etc., support and encourage innovation and development from 0 to 1, make full use of the advantages of traditional manufacturing already formed in China, and carry out large-scale equipment updates, conceptual innovation, and capacity transformation with firm confidence, and form a new manufacturing power as the lead.
The second is to support the digital transformation of enterprises and consolidate the positive momentum of industrial upgrading. The Third Plenary Session of the 20th CPC Central Committee proposed developing the industrial Internet and promoting the digital transformation of traditional infrastructure. This will further establish the foundation for the digital development of the manufacturing industry. As the key to the deep integration of the digital economy and the real economy, China's industrial Internet has covered all 41 major industrial categories and is an important aid for the transformation and upgrading of the manufacturing industry. It is proposed to strengthen top-level design, further promote the “data element x industrial manufacturing” key action, establish a mechanism for data interconnection in the industrial chain, reduce the cost of industrial chain organization, and improve the efficiency of resource allocation. Support leading enterprises in the manufacturing chain to play a leading role, carry out extensive “artificial intelligence +” initiatives, make full use of cutting-edge technologies such as artificial intelligence, satellite Internet, and industrial Internet to strengthen the chain and extend the chain, raise the level of the value chain, and form a large-scale effect of upgrading the entire chain.
The third is to cultivate green and low-carbon enterprises and increase the “green content” of industrial development. New energy vehicles, lithium batteries, and photovoltaic products represent the “three new models” for the development of China's green industry. They have obvious industrial advantages and strong international competitiveness. They are new highlights of China's economic growth developed by private enterprises. It is proposed to increase policy support, consolidate the “new three” advantages, support more enterprises to expand the green industrial chain, and push the manufacturing industry towards “green.” Guide enterprises to establish strict environmental material screening standards and supplier evaluation systems, actively develop and utilize a variety of clean energy sources, and build a diversified and practical new energy ecosystem. Implement the “double carbon” goal, promote the resource utilization of carbon dioxide, increase the scale of local consumption of wind energy and solar energy, convert unstable green energy into liquid energy that can be stored and transported at room temperature and pressure, and provide more effective green energy solutions for energy saving, emission reduction and intelligent transformation in more fields such as industrial manufacturing and transportation. In short, it is necessary to promote green transformation in enterprise development and achieve greater development in green transformation.
Xiongguan Wandao really felt like iron, but now we are stepping beyond the beginning. A new round of technological revolution and industrial revolution is on the rise. The path of transformation and upgrading of traditional industries is fraught with obstacles, but it will surely succeed. We private enterprises and private entrepreneurs should carefully study the spirit of General Secretary Xi Jinping's speech at the private enterprise symposium, keep in mind the national vision, seek development, abide by the law and promote common prosperity, seek opportunities in the midst of difficulties and challenges, stick to our main business, strengthen our industry, strive to promote scientific and technological innovation, and follow the path of high-quality development. We have the confidence and ability to make every effort to promote the high-end, intelligent and green development of the manufacturing industry, enhance the competitiveness of the entire industry chain, and contribute to China's progress from a manufacturing power to a manufacturing power. Thank you all!

Member Wang Xiaodong is invited to speak. Member Zhang Chunsheng is ready.
Wang Xiaodong, Deputy Director of the Agriculture and Rural Affairs Committee of the National Committee of the Chinese People's Political Consultative Conference, former Deputy Secretary of the Hubei Provincial Committee and former Governor:
Members, the title of my speech is: Using counties as an important entry point to promote integrated development between urban and rural areas.
Since the 18th National Congress of the Communist Party of China, the CPC Central Committee, with Comrade Xi Jinping at the core, has achieved major strategic results in promoting new urbanization and comprehensive rural revitalization in an integrated manner, and China's urban and rural landscape has profoundly changed. However, it should also be noted that at this stage, China's dualistic structure between urban and rural areas has not fundamentally changed. Compared with rapidly advancing industrialization and urbanization, there is still a gap in agricultural and rural development. The problem of “one leg is long and the other leg is short” is quite prominent. We need to thoroughly understand the scientific connotations, essential principles, and practical requirements of General Secretary Xi Jinping's important remarks on integrated urban-rural development, and better grasp and handle urban-rural relationships from a comprehensive and strategic perspective. In the grand strategic layout of promoting integrated urban-rural development, counties play an important role in connecting cities and driving villages. General Secretary Xi Jinping emphasized that “counties should be used as an important entry point for integrated urban-rural development” and “take the lead in achieving integrated urban-rural development within the county area.” Practice has fully proved that by seizing the county area, we have grasped the main body and initiative for integrated development between urban and rural areas.
To this end, it is recommended that:
1. Promote a high level of integration of urban and rural planning in the county area. Urban-rural integration, planning first. Break the planning model that divides urban and rural areas, adhere to integrated urban-rural design, integration of regulations, and complementary functions in the county area, coordinate the spatial layout of farmland protection, ecological conservation, urban construction, and village distribution in the county area, draw “one map” and play a “game of chess” to promote the formation of an integrated urban-rural development pattern where pastoral villages and modern towns intersect with each other.
2. Promote equal exchange of urban and rural elements and balanced allocation of public resources. Deepen reforms in various fields of factors, break down institutional barriers that hinder the equal exchange and two-way flow of urban and rural factors, and promote the flow of various factors such as “people, land, and money” to rural areas. Establish a unified urban and rural construction land market, so that rural construction land can enter the market equally and at the same price. Improve the talent incentive mechanism to not only encourage local talents to show their skills, but also guide all kinds of technical talents from the city to build meritorious careers in the countryside. Accelerate the establishment of diversified investment and financing mechanisms with priority financial guarantees, preferential financial priorities, and active social participation, and guide more capital to be invested in agriculture and rural areas. Give full play to the role of digital technology, break the “barrier” of market-based allocation of urban and rural elements, use digital empowerment to lead the rational flow and optimal allocation of urban and rural elements, and follow the path of integrated development of digital urban and rural areas with Chinese characteristics.
3. Promote the integration of urban and rural infrastructure and equalization of public services. The focus is on promoting urbanization with counties and towns as important carriers, speeding up the urbanization of agricultural population transfers, and strengthening the population agglomeration function. Strengthen rural infrastructure to make up for shortcomings, strengths and weaknesses, deepen the construction of livable and workable American villages, and continuously improve the completeness of rural infrastructure. Continue to promote the extension of coverage of basic public services such as education, medical care, social security, and old-age care to rural areas, continuously improve the convenience of basic rural public services, and explore the integration and inclusiveness of basic urban and rural public service systems.
4. Promote the structural optimization and collaborative development of urban and rural industries. Give full play to the comparative advantages of the county's resource endowment structure, read “Shanhai Sutra,” strengthen “souvenirs,” play “special cards,” and cultivate rich industries with regional characteristics and competitiveness. Develop new quality productivity according to local conditions, build characteristic industrial clusters linked between urban and rural areas, continuously promote the integrated development of one, two, and three industries, and dig deeper into the diverse functions of agriculture and the diverse values of the countryside. Establish a wealth of interests, embed small-scale farmers into the county's characteristic industrial chain, and form a pattern of integrated county industry development with “the county town as the lead, the township as the hub, and the village as the support”.
5. Promote cultural exchange, integration and inheritance between urban and rural areas. Cultural integration is an enduring driving force for the integrated development of urban and rural areas. Promote mutual integration and development between counties, towns and villages in terms of culture, customs, values, etc., strengthen the protection and promotion of traditional rural crafts, folk culture, and festivals, discover and cultivate outstanding inheritors of traditional culture in the countryside, and impart cultural knowledge through workshops and lectures. Implement a mechanism for direct access to high-quality urban cultural resources to the grassroots level, realize the sharing and dissemination of urban and rural cultural resources, enhance the cultural self-confidence and sense of belonging of urban and rural residents, and achieve common prosperity in urban and rural culture moving in both directions.
Wang Yong:
Member Zhang Chunsheng is invited to speak. Member Bayinkesi is ready.
Zhang Chunsheng, former party group member and vice-minister of the Ministry of Civil Affairs:
Members, the title of my speech is: Actively develop the Yinfa economy and make every effort to improve the welfare of the elderly.
Developing the Yinfa economy is an inevitable requirement for the in-depth implementation of the national strategy to respond positively to an aging population. General Secretary Xi Jinping pointed out that it is necessary to vigorously develop the Yinfa economy and promote high-quality population development. The Third Plenary Session of the 20th CPC Central Committee made comprehensive arrangements to respond positively to the aging population and develop the Yinfa economy. In January 2024, the General Office of the State Council issued “Opinions on Developing the Yinfa Economy and Enhancing the Welfare of the Elderly”. Based on actual practice, various regions and departments actively explore and practice. Services for the elderly and consumption for the elderly are becoming more and more diverse. New consumption models and business formats continue to emerge, and the consumption potential for the elderly is gradually being unleashed. At the same time, it should also be noted that China's Yinfa economy is still in the early stages of development, and there are still problems such as insufficient endogenous momentum, mismatch between supply and demand for products and services, and the consumption environment needs to be optimized.
Continue to include age-appropriate transformation in the scope of consumer goods trade-in and urban renewal support, and promote the construction of a livable environment for the elderly. It is necessary to speed up the cultivation of leading enterprises with strong motivation and wide coverage, and support all regions to build high-level silver hair economic and industrial clusters according to local conditions. It is necessary to actively promote the cross-border integration and agglomeration development of old-age services with health, education, tourism, sports, leisure and other industries, improve the service experience for the elderly, and form a more diverse service format and a more prosperous consumer market.
Further improve the social security system, deepen the reform of the basic pension insurance system, and appropriately increase the ratio between the length of contributions, the amount of contributions and the level of pension receipt. Improve the mechanism for determining basic pension insurance benefits for urban and rural residents and the normal adjustment of basic pensions, and gradually raise basic pension standards for urban and rural residents. Promote the establishment of a long-term care guarantee system linking relevant insurance, benefits, and assistance. Further develop pension finance, optimize the personal pension system, promote the development of third-pillar pension insurance, and encourage financial institutions to develop pension wealth management products with steady returns and controllable risks. Give full play to the characteristics of pension charitable trusts, innovate the pension charity model, gather more charitable resources for the elderly, and enhance the vitality of the Yinfa economic market.
The third is to create a good consumption environment for the elderly so that the elderly can spend with confidence. It is necessary to improve support policies, optimize market order, guide the elderly to develop a rational view of consumption, and provide a safe, reliable, fair and transparent consumption environment for elderly consumers. All relevant departments should strengthen coordination and cooperation, formulate and implement special support policies around the segments of the Yinfa economy, and stimulate the market vitality of participants in the Yinfa economy from various aspects such as financial support, tax relief, land concessions, and talent cultivation. It is necessary to accelerate the construction of an age-appropriate consumption environment, step up the crackdown on anti-aging fraud, eliminate all kinds of hidden consumer safety hazards such as false publicity and discrimination against elderly consumers, strive to solve the “consumption” problems of the elderly, such as misleading consumption and inductive consumption in informatization and digital environments, and effectively break the “digital divide.” Establish an interdepartmental comprehensive supervision system for the banking economy, combine administrative supervision with industry self-discipline, raise the level of supervision, and strictly crack down on illegal and criminal acts that infringe on the legitimate rights and interests of the elderly. Thank you all!
Wang Yong:
Member Bayinkesi is invited to speak. Member He Zhimin is ready.
Bayinkesi, Vice Chairman of the Xinjiang Uygur Autonomous Region People's Congress Supervisory and Judicial Committee:
Members, the title of my speech is: Actively integrating into the country's coordinated regional development strategy to promote high-quality development in ethnic minority regions.
The Third Plenary Session of the 20th CPC Central Committee proposed “improving and implementing the strategic mechanism for coordinated regional development.” General Secretary Xi Jinping emphasized at the symposium on promoting the development of the western region in the new era that “we must insist on promoting major development through great openness and raise the level of openness of the western region to the outside world.” As a core topic of regional development, the regional economy has received unprecedented attention in the promotion of Chinese-style modernization. As an important barrier to China's northwest border and an important gateway connecting Central Asia, South Asia, West Asia and Europe in the “Belt and Road” core area, Xinjiang has a special position in the country's coordinated regional development strategy.
As a native of Xinjiang, I deeply feel that in recent years, under the strong leadership of the CPC Central Committee, Xinjiang has taken the initiative to strengthen cooperation with mainland provinces, cities and neighboring countries, and has made remarkable achievements in deepening regional cooperation and promoting collaborative industrial development and international development. However, in the process of transforming resource advantages into economic advantages, it still faces many challenges: Xinjiang's characteristic industrial market is small and the industrial chain is relatively weak; it is rich in landscape resources, but its own electricity consumption capacity is insufficient, and abundant renewable energy resources have yet to be developed and used on a large scale; there is still a gap between infrastructure construction such as transportation, electricity, logistics, and information from positioning as a hub between Asia and Europe, which affects connectivity with surrounding regions and the pace of economic development to a certain extent.
To this end, it is recommended that:
1. Increase support for characteristic agricultural industries. Continue to take policy guidance as the core, combine financial support and the role of market mechanisms, with industrial clusters such as food and food processing, cotton and clothing, green animal husbandry products, and high-quality fruits and vegetables as the lead to accelerate the development of modern agriculture, promote the deep integration of agriculture and modern industries, encourage and support people in ethnic minority regions to actively participate in industrial development, enhance their ability to develop themselves, focus on building an important supply base for high-quality agricultural and animal husbandry products across the country, and promote the deep integration of rural revitalization with the economic and social development of ethnic regions. Strive to turn the former Gobi Desert into a “granary” to ensure the safety of food and important agricultural and animal husbandry products Supply makes a new contribution.
2. Actively promote the construction of power transmission channels and UHV transmission channels. Strengthen the construction of a new type of power system, promote the completion and operation of the third channel of “Jiangdian Outbound Transmission”, speed up the construction of the fourth channel of “Jiangdian Power Transmission”, and transform Xinjiang's abundant wind and solar energy resources into an economic advantage. “Energy travels through the air, transmits electricity to the whole of China” promotes interregional energy cooperation and collaborative economic development through “Jiangdian Power Delivery”, and provides solid energy support for high-quality development of the regional economy. “Jiangdian Power Delivery” delivers unlimited scenery and high quality and sustainable development. From “China's coal silos” to “thousands of miles of scenery,” we will make the motherland's Xinjiang a better place through practical actions.
3. Make every effort to promote major infrastructure construction led by the “Ten Networks” of infrastructure. Simultaneous efforts are being made from multiple dimensions such as transportation, logistics, and information to accelerate the optimization and upgrading of the East-West Railway Network, the Easy-Access Highway Network, and the Interbranch Aviation Network, focusing on improving logistics hubs and channel networks, optimizing the main routes in and out of Xinjiang, China and international, making every effort to build an efficient and smooth modern circulation system, reduce regional logistics costs, and achieve close integration of multiple dimensions such as human flow, logistics, and information flow in terms of function. Promote connectivity with inland and coastal regions in all aspects, enhance the pivotal role of Xinjiang in the “Belt and Road”, and continuously inject new vitality into Xinjiang's active integration into the country's coordinated regional development strategy and promote high-quality development in ethnic minority regions.
Xinjiang has great potential for development, and the further promotion of coordinated regional development has brought new development opportunities to Xinjiang. Under the strong leadership of the CPC Central Committee and the strong support of people of all ethnic groups across the country, Xinjiang will play a greater role in the overall Chinese modernization strategy and contribute more strength to the all-round construction of a socialist modern power!
Wang Yong:
Member Ho Chi-min is invited to speak. Member Wang Jun is ready.
He Zhimin, Deputy Secretary General of the National Committee of the Chinese People's Political Consultative Conference and Vice Chairman of the Democratic Progressive Central Committee:
Members, the title of my speech on behalf of the Democratic Progressive Central Committee is: Promoting the spirit of educators and strengthening the construction of a team of highly qualified and specialized teachers in the new era.
Yesterday, while visiting members of the NLD, the Democratic Progressive Party, and the education sector, General Secretary Xi Jinping emphasized that strengthening the supporting role of education in science and technology and talents will further create a vivid situation where talents are born, and people make full use of their talents. We listened live to General Secretary Yin Yin's instructions. We were very encouraged and very excited.
A strong nation must first strengthen education; a strong teacher must first be strong; a strong teacher must first forge a soul. China currently has 18.917,800 full-time teachers, supporting the largest education system in the world. General Secretary Xi Jinping is very concerned about the construction of the teaching force. He profoundly explained China's unique educator spirit from the six aspects of ideals and beliefs, moral sentiments, nurturing wisdom, dedication, kindness, and the pursuit of broadness, pointing out the way forward and providing fundamental guidelines for the construction of the teaching force in the new era.
Teachers shoulder the lofty mission of educating people for the Party and nurturing talents for the country. Since entering a new era, China's teaching force has achieved historic achievements: the academic level of teachers has been continuously improved, the qualification rate of primary school teachers is 99.99%, the proportion of middle school teachers with bachelor's degree or above has reached 93.09%, and the number of high school teachers with doctorates has increased rapidly; the professional ability of teachers in primary and secondary schools accounts for 17%; the group of strategic scientists and leading talents in colleges and universities has grown steadily. More than 40% of academicians from both academies and nearly 70% of the Youth Science Foundation Class A winners have gathered in colleges and universities.
To implement the “Outline Plan for Building a Strong Educational Nation (2024-2035)” issued by the CPC Central Committee and the State Council, we must use the spirit of educators to forge strong teachers and build a team of highly qualified and specialized teachers in the new era. To this end, it is recommended that:
1. A powerful source of motivation to forge strong teachers with an educator spirit
In the new era, people's teachers have a lofty mission and great responsibility. They must respect the rules of educators' growth, continuously improve the incentive mechanism, and enhance the endogenous motivation of the teacher community to grow into educators. The first is to strengthen the construction of political character, guide teachers to stand up with morality, establish studies with morality, and teach with morality, promote teachers' “goals and actions” for educators, and cultivate students to practice the core socialist values with excellent teacher ethics and teacher style. The second is to comprehensively improve the level of teacher training and professional ability, improve the teacher education system and development support service system, improve the degree of compatibility between policy supply and teachers' development demands, set up diversified growth and promotion channels, and establish fault-tolerant mechanisms for innovative practices. The third is to improve the teachers' honorary commendation and reward system, strengthen model leadership, highlight the value of role models, guide teachers to firmly establish the feelings and ambitions of “willing to dedicate and keep the world in mind”, and create a group of Tao Xingzhi and Ye Shengtao-style educators in the new era.
II. Continuously improve the system design for building a high level teaching force
The subject structure, age structure, academic level, and professional ability of the teaching force need to accurately adapt to the requirements of the era of integrated education, science and technology talent reform, and better meet the expectations of the people for high-quality development. The first is to push forward comprehensive reform of teacher management, improve the teacher incentive and restraint mechanism, optimize the preparation of supply policies, establish a mechanism to adapt teacher resources to population changes, strictly prohibit teacher staffing and occupation, and solve the problems of teachers “not on duty” and “not attending class.” The second is to deepen classification evaluation reform, highlight teaching performance, focus on ability contributions, support encouraging and developmental evaluations, and overcome the phenomenon of “focusing on grades over educating people” in primary and secondary schools and “focusing on essays over teaching” in colleges and universities. The third is to support teachers to actively embrace new technological changes, explore new teaching methods, improve human-computer interaction and mathematical thinking skills, and create a “Chinese model” for the digital development of human education.
3. Nurture and nurture a fertile ground and ecology for teachers to grow as educators
Respecting teachers and valuing education is a cultural heritage and fine tradition of the Chinese nation. It is the foundation for the progress of social civilization. It is necessary to create a social atmosphere of respect for knowledge, education, and respect for teachers. The first is to increase the guarantee of teachers' entitlements and strictly implement preferential policies such as teachers' remuneration, medical care, and life services. The second is to effectively reduce the burden of non-educational teaching, build a harmonious teacher-student relationship, and allow teachers to teach with peace of mind, concentrate on their studies, and teach comfortably. The third is to seriously handle malicious complaints and false reports involving teachers, avoid excessive transmission of social pressure and educational anxiety to teachers, prevent and eliminate teachers' psychological problems, boost confidence in teaching and educating people, and cultivate “big gentlemen” who establish morality and build people in the new era. Thank you all!
Wang Yong:
Member Wang Jun is invited to speak. Member Jiao Hong is ready.
Wang Jun, Director of Peking University People's Hospital and Academician of the Chinese Academy of Engineering:
Members, the topic of my speech is: Promoting the expansion and decline of high-quality medical resources and a balanced regional layout.
The Third Plenary Session of the 20th CPC Central Committee proposed “promoting the expansion and decline of high-quality medical resources and a balanced regional layout.” This is an important expression of the people-centered concept of development. It is of great significance in improving people's health standards and building a healthy foundation for Chinese-style modernization.
The construction of national medical centers and national regional medical centers, along with comprehensively promoting the construction of close county medical communities, has become an important gripper for promoting the expansion and decline of high-quality medical resources and a balanced regional layout. Currently, China has built 13 categories of national medical centers, carried out 125 national regional medical center construction projects, and promoted the establishment of 2,188 county medical communities, which has strongly promoted the expansion and decline of high-quality medical resources and continuously satisfied the public's expectations for high-level medical and health services.
However, it is also important to clearly see that the layout of regional medical centers in some countries is not entirely reasonable. Some export hospitals have many “blood transfusions,” few “hematopoiesis,” and a high risk of “anemia.” There are many new hospitals to undertake and the technical base is poor, so it is difficult to quickly develop a regional advantage. Some county medical communities are not close or “close,” experts are not in place, and their operation efficiency is not high. There is still a certain gap between the standards of medical treatment and the expectations of the public. Reducing people seeking medical treatment across regions has not achieved the expected results.
During his visit to Fujian in 2021, General Secretary Xi Jinping emphasized the need to “do not leave the province for major illnesses, solve common diseases in cities and counties, and solve everyday diseases at the grassroots level.” In order to implement this target task, the following suggestions are put forward:
1. Balanced layout and enhanced integration. Strengthen top-level planning for the layout of national and regional medical centers. It favors the central western and northeastern regions, and favors the more populous cities within the province, and promotes a balanced layout of high-quality medical resources from the supply side. In principle, it is necessary to select the hospital with the strongest comprehensive strength in the region as the host hospital. Through strong alliances and complementary advantages, the undertaker hospital will quickly be built within the region where it is close to or reach the leading level of medical treatment in the country. In particular, it is necessary to strengthen support and upgrade the subjects with the largest number of patients transferred from the region. Only then can national regional medical centers be built to win the trust of local patients and effectively reduce cross-provincial medical treatment. Relevant departments should establish and improve supervision and assessment mechanisms, strengthen construction process management and acceptance of results. In particular, they should promptly stop and rectify construction projects where disciplines and talents have been slow to meet construction standards.
2. Policy support to ensure implementation. After the project is completed, local governments should promptly shift the focus of support from “managing infrastructure” to “maintaining operation”, and research and formulate scientific and efficient management mechanisms according to local conditions. The provincial government of the host country must assume responsibility for preparation, price, remuneration, operating allowances, etc., make systematic institutional arrangements, implement promises such as financial subsidies for exporting hospitals and experts, and allow medical service fees for dispatched experts to be collected according to the standards of the exporting hospital, etc., so as to truly “support the horse and send the journey.” It is necessary to rationalize the benefit-sharing mechanism and division of responsibilities between the exporting hospital and the host hospital, strengthen personnel exchanges and technology transfer between the two sides, focus on cultivating key young talents, and avoid “shaving the head”. The relevant departments are studying and moderately increasing the total number of export hospitals, postgraduate training, and standardized training for resident physicians, allowing support policies such as rotation training for young talents, including regular students, between different hospital areas, and improving the continuous export capacity and level of export hospitals.
3. Twinning help, health insurance support. There are currently 1,795 top three hospitals in China, with 2,846 county-level administrative divisions. According to the principles of voluntarism between the two parties, spatial proximity, and priority in the Midwest, each of the top three hospitals pairs up with 1 to 3 county-level hospitals and uses them as a base for medical personnel from the top three hospitals to train, providing stable and high-level technical support for each county medical community. At the same time, basic medical insurance increases the variety and proportion of reimbursement for the use of specialty drugs within the county area as much as possible. By taking more measures to make up for shortcomings in primary medical and health services, we will jointly build a strong county health defense line, and strive to achieve the goal of “solving common diseases in cities and counties.” Thank you all!
Wang Yong:
Member Jiao Hong is invited to speak. Member Wu Aiqun is ready.
Jiao Hong, Vice Chairman of the Agro-Labor Party Central Committee and former Director of the State Drug Administration:
Members, I am speaking on behalf of the Central Committee of the Agro-Labor Party on the topic of improving population development support and service systems to promote high-quality population development.
Population development is about building a strong nation and reviving the nation. In his speech at the first meeting of the 20th Central Committee on Finance and Economics, General Secretary Xi Jinping emphasized “insisting on high-quality population development to promote high-quality economic and social development.” The Third Plenary Session of the 20th CPC Central Committee proposed “improving the population development support and service system” and “improving the population development strategy with a focus on coping with aging and declining birthrate,” and made reforms to improve priority employment policies and improve the social security system.
The Central Committee of the Agro-Labor Party has thoroughly studied and implemented the spirit of General Secretary Xi Jinping's important speech and the spirit of the Third Plenary Session of the 20th CPC Central Committee, and has now put forward the following suggestions for implementing the spirit of General Secretary Xi Jinping's important remarks and instructions on high-quality population development and promoting the five key tasks of supporting Chinese-style modernization:
First, to comprehensively improve the overall quality of the population, it is appropriate to deepen reform and innovation in education and health services. Adhere to people-centered development of education, improve the overall allocation mechanism of education resources adapted to population changes; innovate talent training models to cope with population decline by improving the overall quality of workers; strengthen system construction and system guarantees, and build a learning society where all people learn for life. Deepen the Healthy China Strategy, promote active health management for the entire population and life cycle, improve the quality of the birth population, maintain the physical and mental health of children and adolescents, continuously improve the health of the elderly, and comprehensively improve the quality of population health.
Second, improving fertility support policies should be systematic, comprehensive and focused. Strengthen systematic collaboration between maternity support policies and social security, education, health, housing, and employment policies, and step up implementation of maternity support policies. Accelerate the formulation and improvement of maternity insurance and maternity allowance payment policies, and establish family support policy guidelines and social sharing mechanisms for childcare costs. Reduce the operating costs of childcare institutions and increase the supply of inclusive childcare services. Strengthen the protection of the rights of women of childbearing age, such as employment and wages. Megacities with low fertility rates are encouraged to give families raising children stronger support policies in terms of credit settlement, housing security, etc.
The third is to strengthen the development and utilization of human resources by combining “new” and “old.” Develop new quality productivity according to local conditions, create a new growth engine, and promote the employment of knowledge-based talents. Improve the intelligent economic development support policy system, promote the deep integration of artificial intelligence with new materials, new energy, biomantry, etc., and attract new university students and returnees to work and start businesses. At the same time, raise the level of social security in traditional industries such as construction, logistics, and lifestyle services. Strengthen effective investment, develop capital-intensive, technology-intensive, knowledge-intensive and labor-intensive industries in an integrated manner, and continuously expand employment capacity.
Fourth, to respond positively to the aging population, it is better to work on both supply and demand, and businesses and industries are driven by two wheels. Make up for shortcomings in the supply of the elderly, provide high-quality supply, make good use of existing resources, and promote innovation and improvement of old-age services through policy guidance and market incentives. Accelerate the development of a multi-level, multi-pillar pension insurance system, and enhance the willingness and ability of the elderly to spend. Improve the basic old-age service list system, and accelerate comprehensive age-appropriate transformation and the construction of a basic old-age service system. Vigorously develop the Yinfa economy and support large-scale, standardized, clustered and branded development of the pension industry.
Fifth, the implementation of strategies such as rural revitalization, new urbanization, and coordinated regional development should coordinate changes in population structure and quality. Fully consider the characteristics of population peaks and changes in distribution, promote comprehensive rural revitalization through classification, thoroughly implement rural construction actions, and speed up infrastructure upgrading. Optimize the pattern of urban and rural development, promote a new type of urbanization with people at the core, implement a new round of agricultural population transfer and urbanization actions, and promote full coverage of the resident population with basic urban public services. Optimize the regional economic layout and territorial spatial system, improve the mechanism linking public resources to population growth and decline, and promote an effective link between population distribution and productivity layout, public service allocation, and resource and environmental carrying capacity. Thank you all!
Wang Yong:
Member Wu Aiqun is invited to speak. Member Yang Dan is ready.
Wu Aiqun, Director of the Shanghai Aerospace Information Technology Research Institute and Executive Director of the Urban Risk Management Research Institute of Tongji University:
Members, the topic of my speech is: Raising the level of modern governance in megacities.
The Central Economic Work Conference held in Beijing in December 2024 clearly stated that it is necessary to raise the level of modern governance of megacities. According to data from the 7th National Population Census, China's 7 megacities and 14 megacities account for 20.7% of the country's population and account for more than 30% of the country's gross domestic product, and play an important role in overall economic and social development. While these megacities have achieved development achievements that have attracted worldwide attention, they are also facing problems of increased public safety risks, population expansion, traffic congestion, poor management, and insufficient intelligence. There is an urgent need to further speed up the resolution and effectively raise the level of modern governance. To this end, the recommendations are as follows:
1. Resolutely maintain public safety in megacities
The first is to strengthen risk prevention and control at the source, establish a closed loop of work from investigation and discovery to resolution, and strive to solve problems at the grassroots level and resolve them in the bud. The second is to further improve safety management in public places, comprehensively apply human defense and physical defense techniques and prevention measures, strengthen patrolling, prevention and control of crowded places and key areas, and increase the warning rate and deterrent power. The third is to further strengthen coordination and coordination, consolidate party and government leadership responsibilities, territorial management responsibilities, and departmental supervision responsibilities, and make every effort to put in place the detailed implementation of various measures.
II. Adjust and improve population management policies for megacities
The first is to speed up the completion of public infrastructure facilities, increase investment in education, medical care, pension, housing, etc., promote equal access to basic public services for the unsettled population, and improve the public service capacity of megacities. The second is to speed up the improvement of the credit settlement policy, establish and improve the annual index adjustment mechanism for points settlement, and encourage central urban areas and suburbs to adopt differentiated settlement policies. The third is to establish a mechanism linking population growth to facility construction, adapt to the population growth trend in megacities, and maintain moderate redundancy in public services and infrastructure.
3. Take more measures to solve the problem of traffic congestion in megacities
The first is to increase the proportion of public transportation travel, strengthen the construction of high-capacity and speedy public transportation represented by rail transit, build a green transportation system with efficient “rail+bus+slow travel” connections, and optimize travel connections throughout the rail chain. The second is to improve road network planning, optimize the road network structure, speed up the construction of urban road systems, increase the density of road networks, especially branch networks, and make every effort to open up guillotines. The third is to speed up the introduction of work-residence balance plans, establish an industry-city integration and work-residence balance evaluation index system, and actively guide the rational transfer of public resources such as education and medical care, as well as administrative and commercial service institutions to living spaces such as industrial parks.
4. Further raise the level of refined governance of megacities
The first is to clarify the path of refined governance, comprehensively apply market, law, administration and social autonomy and other means to collaborate with diverse urban governance actors to strengthen refined governance in the process of urban planning, construction, and management. The second is to clarify the focus of refined treatment, and continue to improve refined treatment capabilities in key areas of key industries such as building construction, gas fire protection, hazardous chemicals, special equipment, and water for electricity, gas, and water. Third, to grasp the “degree” of refined governance, it is necessary to reflect user thinking, focus on the public interest, and tackle “last mile” issues.
5. Strengthen digital, intelligent and intelligent applications in megacities
The first is to promote the construction of digital infrastructure, actively explore the organic combination of various algorithms and models on the basis of consolidating hardware facilities, and accelerate the establishment of urban digital infrastructure. Member Yang Dan is invited to speak.
Yang Dan, Vice Chairman of the Sichuan Provincial Committee of the Chinese People's Political Consultative Conference and Chairman of the Sichuan Provincial Committee of the Jiusan Society:
Members, the title of my speech on behalf of the Central Committee of the Jiusan Society is: Focus on promoting the cultivation of top innovative talents to provide strategic support for building a strong nation.
Talents are the foundation of a rich country and the plan to prosper. Since ancient times, the Chinese nation has had a fine tradition of being wise and caring for talents. The report of the 20th National Congress of the Communist Party of China proposed “focusing on creating top innovative talents,” and the “Outline Plan for Building a Strong Education Country (2024-2035)” issued by the CPC Central Committee and the State Council further emphasized the need to “improve the mechanism for discovering and training top innovative talents.” Cultivating top innovators with leading levels in science and technology or other fields, outstanding innovative spirit and ability, and excellent innovation achievements is of great strategic significance for China to achieve self-reliance and self-improvement in science and technology and build a modern socialist power.
Since the 18th National Congress of the Communist Party of China, the country has launched a series of special plans and reform initiatives. The education, science and technology community, and various talent training institutions at all levels have stepped up the pace of exploration. The training of top innovative talents has received widespread attention. The team of innovative talents has grown rapidly, and the comparative advantage of talents has steadily increased. However, we have also seen that the educational paradigm compatible with cultivating top innovative talents still needs to be changed, the interdisciplinary talent training mechanism is not perfect, the industry-university-research collaborative education system still needs to be strengthened, and the level of internationalization of talent training still needs to be raised. To this end, it is recommended that:
1. Accelerate the paradigm shift in higher education, guided by the integration of studies and research. Adapt to the requirements of the times, grasp the rules of cultivating innovative talents, accelerate the overall transformation from knowledge education to research learning, and stimulate students' endogenous motivation and ability to actively explore independently. The national level should clearly adopt the integration of studies and research as a basic requirement for running colleges and universities, and vigorously promote a paradigm shift. Schools should push forward the reform of education and teaching models, turn the learning process into a process of discovering and solving problems, stimulate students' imagination, and guide students to carry out exploratory learning.
2. Vigorously promote interdisciplinary integration to achieve the same resonance between the cultivation of top innovative talents and scientific and technological innovation. Through the exchange and collision of knowledge, methods and ideas in different subject fields, we break out of the traditional discipline framework and promote the growth of top innovative talents. On the one hand, it is necessary to improve the discipline adjustment mechanism of colleges and universities based on national strategies and scientific and technological development needs, expand the autonomy of university subjects and majors, and step up efforts to establish cutting-edge interdisciplinary disciplines; on the other hand, it is necessary to encourage innovative subject organization models, improve the comprehensiveness and integration of disciplines, support the construction of cutting-edge disciplines with deep cross-integration of emerging disciplines and related disciplines, and enable the cultivation of top innovative talents.
3. Focus on deepening cooperation mechanisms in education and industry, and building an ecosystem for cultivating top innovative talents with multi-agent collaboration. The requirements of the era of “five-chain integration” of the industrial chain, innovation chain, talent chain, policy chain, and capital chain have determined that universities must follow the path of “integration of industry and education, integration of science and education”. Actively promote universities, scientific research institutions and enterprises to break down barriers, cooperate in depth, and establish an integrated pattern of scientific and technological research and talent training that closely matches needs and complements each other's strengths. The construction of innovative platforms for the integration of industry and education and the integration of science and education should be accelerated, more effective incentive policies should be introduced, universities and leading science and technology enterprises, scientific research institutions, etc. should be supported to jointly build innovative talent training platforms, and scientific research institutes, national key laboratories, and large scientific installations should be supported to better develop innovative talent training functions.
4. Adhere to open exchanges and cooperation, and accelerate the internationalization of talent training. Promote international exchanges and cooperation in education, science and technology, and talents in a comprehensive manner, add new special funding programs for international cooperation, carry out cooperative research and joint training for graduate students, make greater efforts to introduce overseas educational science and technology resources, and promote inter-school cooperation among more Chinese and foreign institutions. Using a more vigorous and flexible approach, we will introduce high-end overseas talents to work in China, expand the scale of enrollment of international students, enhance the sense of identity and belonging of international talents, and provide support for speeding up the construction of an important talent center and a highland of innovation in the world.
In the new era and new journey, we must be guided by Xi Jinping's ideology of socialism with Chinese characteristics in the new era, promote the integrated reform of the education, science and technology talent system and mechanism, focus on promoting the cultivation of top innovative talents, establish a scientific view of talent in the whole society, provide strong support for developing new quality productivity and building an educational and scientific power, and gather strength to realize the Chinese dream of the great rejuvenation of the Chinese nation! Thank you all!
