The 9th Plenary Session of the 13th Central Committee of the Communist Party of Vietnam concluded on the 18th in the capital Hanoi. According to a report by Vietnam News Agency on the 18th, the Central Committee of the Communist Party of Vietnam proposed to the Vietnamese National Assembly that Surin, a member of the Political Bureau of the Communist Party of Vietnam Central Committee and Minister of Public Security, serve as the President of Vietnam's National Assembly, and that Chen Qingmin, a member of the Political Bureau of the Communist Party of Vietnam Central Committee and executive vice chairman of the National Assembly, be the president of the National Assembly of Vietnam. The relevant personnel arrangements will be voted on at the 7th session of the 15th National Assembly of Vietnam, which opens on the 20th. Vietnam's political arena has a “four-wheel carriage” pattern composed of the General Secretary of the Communist Party of Vietnam Central Committee, the President of the State, the Prime Minister of the Government, and the President of the National Assembly. Since the beginning of this year, the “two drivers” in the “Four Carriages” have successively resigned, and this personnel arrangement has filled the gap and attracted widespread attention from the outside world. Bloomberg described Surin as Vietnam's “anti-corruption fighter,” adding that relevant personnel adjustments have enabled Vietnamese policy makers to refocus on economic construction.
